Detailed Regulations on Quality Management, Construction and Construction Maintenance 2021

According to Decree 06/2021/ND-CP Guidelines on construction quality management and construction maintenance, approved on January 26, 2021.

INSPECTION VIETSUM PRESENTS SUMMARY OF DECREE’S CONTENTS AS FOLLOWING:

This content is mentioned in Decree 06/2021/ND-CP on quality management, construction and maintenance of construction works.

Accordingly, Project Inspection Vietsum would like to submit to the investor that all construction works and construction workshops must perform construction maintenance work:

(Decree 06/2021/ND-CP takes effect from January 26, 2021 and replaces Decree 46/2015/ND-CP dated May 12, 2015)

Article 33. Construction work maintenance

Section 1. The owner or manager using the work organizes the inspection, maintenance and repair of works according to the approved maintenance procedures if they are qualified or hire qualified organizations to do the work..

Section 2. Regularly, periodically and irregularly inspecting works in order to promptly detect signs of deterioration, damage of works and equipment installed in the works as a basis for the maintenance of works.

Section 5. Quality inspection of works in service of maintenance shall be carried out in the following cases:

  1. Periodic inspection according to the approved maintenance process;
  2. When detecting damaged works or construction parts or showing signs of danger, unsafe for exploitation and use.;
  3. When there is a request to evaluate the current condition of the works to serve the maintenance process for buildings that have been put into use but no maintenance procedures are available;
  4. When it is necessary to have a basis to decide on the extension of the useful life of the works for the works that have reached the end of their design life or as a basis for the renovation and upgrading of the works.;

Section 6. Monitoring works for maintenance work must be carried out in the following cases:

  1. Nationally important works, works that can lead to disasters when incidents occur;
  2. The work shows signs of subsidence, tilt, cracks and other abnormal signs that are likely to cause the collapse of the work;
  3. At the request of the investor, owner or user manager.

Article 34. Quality management of construction maintenance work

Section 8. Construction maintenance records include:

  1. Documents in service of construction maintenance mentioned in Clause 7 of this Article;
  2. Maintenance plan;
  3. Results of regular and periodical construction inspection;
  4. Results of maintenance and repair works;
  5. Results of monitoring, results of quality inspection of works (if any);
  6. Results of safety assessment of load bearing and construction operation during the process of exploitation and use (if any);
  7. Other relevant documents.

When the investor realizes that the building in use has not had a maintenance plan, notices that the work has shown signs of damage, please contact Vietsum Construction Consultancy and Quality Control Joint Stock Company (VCQC) for consulting and inspection services for construction maintenance:
